A Pennsylvania congressman has introduced a bill to make health insurance more affordable for small businesses by allowing them to join in national insurance pools and by providing tax credits for employers that cover at least 60% of their workers' premiums. The Small Business Health Options Program, sponsored by Democratic Rep.
